Proposed Rule Change


The following is a proposed rule change. There are directions for printing it at the bottom of this web page. This is a rules change that you can submit at your Republican Precinct Reorganization meeting. This is where a rule change originates. The more precincts that submit it, the more likely it is to get moved forward.

The intent of the following rule change is to copy a rule change that the Democratic Party did back in the time frame when Jesse Jackson ran for President. To copy what the Democrats did nationwide the Republicans would have to start the process in a State. In this case it would be South Carolina.

Currently in a Presidential election year the Republican presidential candidate that wins the highest percentage of votes in the South Carolina Republican primary election gets the vast majority (they can loose a few) of South Carolinas delegates to the Republican National Convention. This means that most of the delegates from South Carolina must vote for that candidate at the National Convention. For example if there was large number of candidates in the presidential primary in South Carolina and the winning percentage of votes was 35 percent then the candidate with that 35 percent gets almost 100 percent of the delegates to the Republican National Convention from South Carolina. If the following rule takes effect then the candidate with 35 percent of the vote would only get 35 percent of the delegates to the Republican National Convention from South Carolina pledged to them.

The proposed rule below will likely be rewritten several times as it moves along through the process. The point for submitting it is to open discussion on it and move it forward if it is deemed worth moving forward by those who get involved in the process. The Tea Parties and other conservatives groups can get involved just by showing up to their precinct reorganization meeting and bringing rules and resolutions changes as well as voting for their local representatives in the Republican Party.







Proposed Rules Change
National Convention Delegates
(Worded to submit in South Carolina)

WHEREAS it is in the interest of the South Carolina Republican Party to encourage the maximum participation in our first in the South presidential preference primary; and

WHEREAS the composition of South Carolina's delegation to the 2012 national nominating convention should accurately reflect the wishes of the voters of this state as expressed in the primary election, and

WHEREAS fairness and common sense dictate that delegates should be selected who will be faithful to a specific candidate at least on the first ballot at the national convention, now

THEREFORE BE IT RESOLVED; that the Spartanburg Republican Party, in convention assembled, hereby calls upon the South Carolina Republican Party to amend the rules governing the allocation of national convention delegates to require:

A. Delegates to the 2012 National Convention will be allocated among each of the candidates for President of the United States whose name appears on the primary ballot in proportion to the percentage of the popular vote received by that candidate.

B. Each delegate will be required to be pledged to a specific candidate for President and must cast his vote for that candidate on the first ballot at the national convention.

C. We call upon the South Carolina General Assembly to make any necessary changes in the state election laws to accommodate this process.
