spending the money in the Energy and Water budget may very
well have wanted these improvements
made to this particular test site
anyway. Of course it is possible they might have preferred to spend the
money on something they considered more important in another
state. Makes no difference as Harry Reid made this decision for

Note: Amounts listed above are from the FEC (Federal Election
Commission) web site. The most important numbers are "Cash on
hand" and "Disbursements". Yes those numbers are real. Harry Reid
has well over 9 million dollars on hand. The media outlets in
Nevada are going to have a good year as far as advertising revenue
goes. It is likely Senator Reid is going to have to spend a big
chunk of it as polls show the people are not very happy with
incumbents right now. He has already spent over six million dollars.
The FEC reports show the Senator has received 2,717,941 dollars
from Political Action Committees (PACs). These are the organizations
that have a reputation of wanting something in return for their
investment. It should be noted that these higher than normal PAC
contributions are complemented by higher than normal earmarks.
It should also be noted that Harry Reid received 8,926,048 dollars
in campaign contributions from individuals. This is normally a
good sign and reduces the size of the PAC contributions if you
look at them from the point of view of percentage of the total
money raised.
